States Release Draft Framework for Clean Transportation Program

Northeast and Mid-Atlantic States Release Draft Framework for Regional Cap and Invest Policy for Transportation

BOSTON, MA – Today, twelve states and the District of Columbia who comprise the Transportation and Climate Initiative (TCI), released a draft framework for the regional program they are developing to curb transportation sector emissions. The program would reduce emissions from transportation, charge polluters, and reinvest program revenues to build a low carbon transportation future. The draft framework was developed with public input over a multi-year process, and is now open for public comment before states share a more detailed draft policy at the end of this year, with a finalized MOU signed by Governors anticipated by Spring 2020. 

Michelle Romero, National Director of Green For All, issued the following statement in response

“It’s incredible to see Republican and Democratic leaders step up and join forces across the region to tackle harmful emissions from the transportation sector. Tailpipe emissions are extremely harmful to human health and there is no question they should act. Earlier this year, Green For All, with local partners, provided principles for policy design to states to help ensure the program addresses the disproportionate pollution burden and inadequate transit service in low income neighborhoods and communities of color. If done right, the regional program should not only curb climate emissions, it should narrow inequality with expanded public transit service to help millions of people reach jobs, education, and healthcare, and generate good-paying, high-quality jobs. 

We are encouraged to see states acknowledge the importance of equity and community engagement in their draft program framework. And we remain committed to working with states and community partners, to fully incorporate the equity recommendations we delivered earlier this year.”
